Space Preservation Background



Time is of the essence. The current US administration intends to deploy missile defense which is inexorably linked to the deployment of space-based weapons (the latter would be deployed by calling them "merely tests"). The momentum of funding, vested interests, and technology being put into place is as dangerous as is the deployment itself. (And don't believe the misinformation that says there are already space-based weapons, or that they won't be ready for deployment for many years).

We can put a literal lid on the war machine at the only moment in time when it can be done thanks to the vision of U.S. Congressman Dennis Kucinich and a growing movement to ban all space-based weapons. The Space Preservation Act is companion to a world treaty by the same name, the Space Preservation Treaty, which Rep. Dennis Kucinich is calling on all world leaders to sign. Kucinich has also called on Canada to convene an International Space Preservation Treaty Conference to facilitate world leaders gathering to sign the Treaty. This action will put needed pressure on the US administration and Congress to support and pass the companion bill into law. We have a short amount of time to focus on getting this bill and treaty publicized, to educate roots and leaders, and to move it through the processes necessary to get them turned into law with quantum leap speed.

Certainly many people reading this are deeply committed to vitally important concerns: health, the environment, our fragile ecosystem, the elderly, homeless and children concerns, jobs, endangered species, etc. And those of us who are tuned into the space program don't want weapons to be place in space on man-made of celestial bodies. It is important to understand our profound commitment to each of these central issues, to all issues. We consider the task of stopping the deployment of space-based weapons of fundamental importance. We must awaken to the choice we now have: weapons in space forever or not. And human evolution into space offers us an opportunity to move out of the earthbound paradigm and into the new space age paradigm in which war is archaic. And to get there, the first simple action we must take is this one step that is now ready to shift consciousness: Space Preservation now.

As you will see when you read the Space Preservation Act, it not only bans ALL space-based weapons in a not too detailed, but simple and clear manner. It not only does this in an Aikido-style, non-confrontational manner (it allows for fundamental R&D and exploration of space to continue that is unrelated to space-based weapons). It not only prohibits the use of any weapons that could damage or destroy the satellites we need to verify arms agreements (including the use of space technology and information services to see the earth so that we can verifiably reduce and eventually eliminate nuclear weapons and other dangerous and polluting technologies) and to solve urgent problems of humans and other animals and our environment, but it actually requires the U.S. President to get a treaty signed that will ban ALL space-based weapons worldwide.

And there is a companion world treaty that Dennis Kucinich calls on all world leaders to sign and send to the UN Secretary General's office as the official Treaty Depositary. He has called on Canadian leaders to convene an international Space Preservation Treaty Conference to gather world leaders to sign this Space Preservation Treaty into law (as was done in Ottawa, Canada at the 1997 Land Mines Treaty Conference at which 122 countries, excluding the United States, agreed to ban landmines).

There is a Space Preservation Resolution that anyone can take to their city council or mayor that expresses support for the Space Preservation Act and companion Space Preservation Treaty, and that declares the space above the heads of the citizens of that city to be a space-based weapons-free zone. The city of Berkeley, California has already adopted such a Resolution, as have cities in Canada.

Space Preservation produces technology, products and services that will be applied directly (not just as "spin-offs") to solving urgent and potential problems of humans and other animals and our environment.

Space Preservation creates a real security system based on applying space-age technology to enhance communication and information exchanges and to bring world leaders together to "talk," acknowledging their needs and desires and with respect for our diversity and with the recognition of our unity, our Oneness.

While doing everything humanly possible to ban space-based weapons, each of us must hold the vision of what IS in space and what CAN be in space of a non-space-based weapons nature. Picture the earth in space with over two thousand satellites that are up and running right now. Picture earth in space with billions of stars and galaxies, universes with celestial bodies and space stations, habitats, hotels and resorts, schools and universities, labs and industries, elevators, solar energy and other alternative energy sources that will be revealed, and craft to explore through time and space in ways many have dreamed. The choice is battle stations with thousands of weapons pointed down all our throats and into space, The latter is the choice made by the current U.S. administration, sadly the only aggressor nation aimed at seizing the high ground to "dominate and control."

Most countries of the world have expressed the desire to have no space-based weapons by signing various treaties and resolutions over the years. However, some are close to being seduced by the temptations being offered to them, or by threats, causing them to compromise those positions and work on the U.S. missile defense system and/or to work on their own. The U.S. and U.S.S.R., the only two space-faring nations in the early 70's, decided that the Anti-Ballistic Missile (ABM) Treaty could be broken with just a six month notice. President Bush gave that notice, and it is now broken.

But the Space Preservation Treaty is unique in that it will verifiably and enforceably stop any nation from walking away from this Treaty, as it has a built in and long needed enforcement mechanism: When the first twenty countries sign on to this Treaty, an international outer space peacekeeping agency will be formed. This is where and when the details will be worked out by the countries that will be pooling their brains and resources, with input from everyone, including experts and NGO's. (We want to keep the bill and treaty "simple" so that it is able to attract immediate signatures without debate or controversy and the way to do that is to "keep it simple). This agency will be equipped to monitor outer space to enforce the ban. And the same equipment can also be applied to verifying arms agreements including the reduction and eventual elimination of nuclear weapons and other dangerous and polluting technologies.

Remember, once the ban on space-based weapons has been signed into law, consciousness will awaken and shift, and that is what will impact ALL ISSUES. This is so important. Because if we don't prevent the weaponization of space from occurring, if we don't preserve space, we'll only get more of the same or worse suffering and destruction on earth. We must get this bill and treaty passed into law.

We cannot allow further money and human ingenuity to be sucked into the unlimited vortex of space-based weaponry. This is the time to stop that from happening. When consciousness shifts, as it will when this ban on all space-based weapons is put into place, leaders in the Complex, leaders in governments and in the grass roots, will see that the literal lid has been put on the war industry and mindset, and that money and minds will now be freed to create the realities we envision and want. And the issues we care about will be the center of focus and funding.

We oppose the weaponization of space. Here is where we draw the line and see the new roles of the military personal, of lab and university students and researchers, of corporate employees - when there no longer an intention to escalate weapons and war into space. Fundamental R&D and exploration programs will not come to a halt. The will continue when the mandate to weaponize space has been removed.

This bill and treaty are simply "preserving" the nearly 50 years of humans peaceful and cooperative involvement in space and relationships as humans evolve into space will be based on providing an abundance of benefits to all humanity, including to adversaries, without space-based weapons. And in this neutral territory which is the "common heritage" of all humankind, where peace does prevail, as we work to R&D and explore space together - we come closer together on earth, as it is space.

The Outer Space Peacekeeping Agency proposed in the Space Preservation Treaty is a new jurisdiction in Outer Space, and independent agency to monitor outer space and to enforce the ban on all space-based weapons. The Outer Space Peacekeeping Agency will use advanced non-violent conflict resolution techniques, such as those proposed in Dennis Kucinich's Department of Peace, in enforcing its new jurisdiction in outer space.
